What is the equivalent of 3.2 ghz of a single intel processor equivalent to in dual-core?

I have a piece of software that says it requires a 3.2ghz intel processor and I’m buying a new computer. I know that dual-core processors are faster but I need to know what the equivalent to a 3.2 ghz single processor would be in terms of both an Intel and AMD dual-core processors.
The software I’m looking at is graphics design software so I guess one could look at it as a game or maybe high -end video editing software.

I plan on buying a new computer soon and will be going with Dell. Dell currently has two models of the same system except they have different processors. I have always used an Intel processor, but I hear AMD processors are also pretty reliable.
